According to Article 228, Criminal Procedure Code, a public prosecutor, because of complaint, report, voluntary surrender, or other reason, knowing a suspicion of an offense having been committed, shall immediately begin an investigation. Indictment, non-indictment or transfer of the case shall be made after the investigation.
